Dr. RARE‑9 (NINE) is the Founder and Lead Consultant of Honorable Certified Human Rights Consultant, LLC, providing professional human rights advocacy, education, and consulting services. His work is guided by the core values of respect, rational engagement, collective support, and service to others.
With over 25 years of experience, Dr. NINE has advocated for children and youth in public school systems across Maryland, Washington, D.C., and South Carolina. He has also spent more than 20 years assisting veterans with Veterans Administration disability claims and benefit increases at no cost. His community service includes helping senior citizens obtain grants for essential home and housing repairs.
Dr. NINE honorably served eleven years in the United States Marine Corps. He holds a Bachelor of Science from the University of Maryland University College, a Master of Education from the University of Maryland Eastern Shore, and a Master’s degree in Pastoral Counseling from Wesley Theological Seminary. He completed doctoral-level coursework in Organizational Leadership and received an honorary Doctor of Philosophy degree in 2025. His professional experience also includes work in substance abuse services and mental health counseling.
